With reference to my Confidential despatch of the 29th June, 1920, I have the honour to state that Mr. McIver, First Board- ing Officer, is leaving the Colony about the middle of April prior to retirement. Mr. Mciver is entitled to five months' vacation leave and his retirement should normally take effect from the middle of September. Had he been able to remain in the service for a period of about two and a half months longer he would have been entitled to a pension based on the maximum salary of his post but on account of his own and his wife's health, he is anxious not to remain in the Colony beyond the middle of April.

In my previous despatch I have already referred to the arduous and responsible work performed by Mr. Mclver during the war when the staff of the Harbour Department was greatly depleted, and while I realise that a concession has already been granted him in allowing his appointment to be dated back to 1st December, 1916, I should be glad if you could see your way to agree to his being grant- ed, as a further slight concession, an additional short period of leave on half pay up to the 2nd of December inclusive, so that he would qualify for a pension based on his maximum salary. I would observe that during his thirty years' service Mr. McIver has only had the equivalent 18 months' half pay leave, and that he was recalled before the expiration of his last long leave owing to the death of another officer of the Department.
